Malibu, a narrow strip of land with Los Angeles as its eastern border and the Pacific Ocean on the west, ranges from just one to eight miles wide. In 1892 Frederick Rindge and May K. Rindge, purchased the 13,330 acre Spanish Land Grant, later expanding it to 17,000 acres. The Rindges maintained a desire to have the utmost level of privacy. Few roads even entered the area until 1929, until the state won a case and built what is now known as the Pacific Coast Highway. By then May Rindge was forced to subdivide her property and sold and leased it. In 1991 Malibu achieved city hood in order to allow for exercise of local control.
